
Portable appliance testing is one part of electrical safety at work, but it is easy for organisations to let the label “PAT tested” carry more meaning than it should.
A sticker can show that an item was inspected or tested at a particular point in time. It cannot show how the equipment has been treated since then, whether the environment has changed or whether a user is about to connect it in an unsafe way.
Electrical safety therefore depends on competence at several levels: the people who maintain and test equipment, the managers who decide what maintenance is appropriate and the workers who use electrical equipment every day.
PAT Is Part of a Risk-Based Maintenance Approach
One of the most persistent misconceptions is that every portable appliance must be electrically tested once a year. HSE says otherwise. The Electricity at Work Regulations 1989 require electrical equipment that may cause injury to be maintained in a safe condition, but they do not prescribe annual PAT testing or a single testing frequency for all equipment.
The type of equipment and the environment in which it is used matter. A tool on a construction site may need more frequent attention than equipment that sits undisturbed in a low-risk office.
That is why competence begins before the tester plugs in the instrument. Someone has to understand the equipment, its use, the likely deterioration and what combination of user checks, visual inspection and testing is appropriate.
Users Are Part of the Safety System
Many electrical faults become visible before a scheduled inspection date.
A cracked plug, damaged cable, exposed conductor, scorch mark or loose connection may be noticed by the person using the equipment. If workers assume the current PAT label guarantees safety until its next date, obvious defects can be ignored.
Electrical awareness should therefore include a simple principle: if equipment appears damaged or behaves unusually, stop using it and follow the organisation’s reporting procedure.
An awareness-level course such as Electrical Safety Training can help employees recognise common electrical hazards and understand precautions around electrical equipment, supplies and damaged components. It does not turn a general user into an electrician, and it should not be used to authorise work that requires a higher level of competence.
Competence Has to Match the Task
The word “competent” is sometimes treated as though it describes a permanent status. In practice, competence is task-specific.
A person may be competent to carry out user checks but not formal inspection and testing. Someone may be able to use a PAT instrument correctly on familiar Class I and Class II equipment but lack the knowledge to assess unusual equipment or interpret an unexpected result. A maintenance technician may understand electrical hazards yet still require additional training for a particular testing regime.
HSE guidance on work equipment explains that competence can involve knowledge, skill, aptitude and, depending on the task, training and experience. The level required should reflect the risk and complexity of the work.
This matters because PAT instruments can make testing look deceptively simple. Connecting leads and obtaining a pass/fail result is only part of the job. The person also needs to know whether the selected test is appropriate, whether a visual defect should have prevented testing in the first place and what to do with a failed or uncertain result.
Visual Inspection Still Matters
Some defects cannot be understood from an electrical test result alone. Damage to the plug, cable restraint, casing or flex may be visible before any instrument is used.
A structured PAT testing course can provide knowledge of visual inspection, equipment classes, test methods, results and record keeping. Employers still need to consider practical experience, knowledge, ability to use the equipment and any supervision required.
That is a useful principle for training more generally. A course supports competence; it does not automatically prove competence for every workplace situation.
Maintenance Decisions Need Good Information
Electrical safety can become over-reliant on dates. Organisations sometimes build a routine around a fixed annual test because it is easy to administer, even when the risk profile of their equipment is very different.
A better maintenance system uses information from equipment type, manufacturer guidance, previous results, user checks, fault history and working conditions. Equipment that is frequently moved, exposed to moisture, used outdoors or handled roughly may justify a different regime from equipment that remains protected and stationary.
Records can help managers see those patterns rather than simply showing that a test took place.
PAT Testing Should Not Narrow the View of Electrical Risk
Portable appliances are only one source of electrical risk. Fixed installations, overhead and underground services, isolation, temporary supplies and work near live equipment can all create hazards depending on the workplace.
For that reason, a mature electrical-safety programme should not become synonymous with a PAT schedule. PAT is useful where inspection and testing form part of the maintenance arrangements, but it sits within a wider system of safe equipment selection, maintenance, reporting, supervision and competent work.
A green sticker is evidence of a past check. Safe electrical work depends on what people know, what they notice and how the organisation responds when conditions change.
